The next decade saw Kievan unite a number of peoples under the flag of Darkan, a young warlord of one of the Kippie tribes. Kievan's modus operandi was later dubbed as "beheading the clans", which involved him striking a deal with a clan, installing Darkan as a "temporary ruler", taking the actual clan ruler into his entourage and leaving. Thus, Kievan would travel with an entourage that consisted almost exclusively of heads of various clans.
Darkan was disliked, but Kievan's support allowed him to stay in power for decades, to the extent that the Toor of Darkan was mostly known as the Toor of Kievan.
Kievan was in a state of rivalry with [[Darfe Goldoor]], and it is suggested that it was Kievan who had informed [[Nilma Oordar]] about Goldoor's whereabouts and which allowed Qep to eventually defeat Goldoor in the 1549-1550 campaign.
