Toor was a fairly centralized state.
Although no toorian ruler has ever referred to Toor as an empire, it was effectively one. Multiple peoples lived under its rule, such as [[Oaleed]], Urnotys, Jojnohs, Aagalohs, [[Hadeer]].
Toor was a fairly centralized state. It was run out of first [[Gaskal]] and then [[Chusoh]] by a royal court with a gole - a king. The gole appointed a [[murdoh]] for key cities.
