Elsk Normo was the governor of Mosont in the middle of 17th CSR.

He was the right-hand man of the founder of the city, Miernan Kolden, and took over after his death.

The Loodon river region was still recovering after almost a century of drought, and Mosont was in a favorable area. It thus quickly became known for its farming and high quality produce, and was trading with many neighboring regions at the time. Elsk institutionalized a lot of this trade, levying taxes, while at the same time negotiating large contracts with other city-states, bringing in big money into the city.

This made him popular with the citizens in his early years. However, later he began taking advantage of his position, creating an elite that would pocket most of the proceeds from the trading contracts. As the knowledge of the wealthy city-state grew, Elsk created an army, which he largely recruited from Tonaran. It defended the ruling class both from the outside and from its own farmers.
