He surrounds himself by a group of high ranking military officials, who are the representatives of the region's city states, and unites them under a single rule. He is, however, rarely seen and his whereabouts are frequently unclear even to his inner circle. It is thought that most of the operational decision making was done by his generals, although he provided at least some direction.

Unification was important, as the end of the [[Great Turtle war]] left [[Darda|dardians]] with no clear purpose, that allowed them to begin fighting for land and resources amongst themselves. Rufu's government very quickly quelled those fires, instead establishing what was essentially a legal system to distribute [[the Great Turtle]] land among the troops.
Rufu is also credited with granting the kingdom of Zo its independence, which eventually drowned Afanyu in civil wars and ended up dividing it into two kingdoms. Some historians point out that there is no direct evidence that Rufu was the actual author of the decree to Zo, and it is this ambiguity of Rufu's role in Afanyu's decision making that ultimately led to the discovery of his patterned biography and the conclusion that he was likely a legendary.
It is a fact that his reputation was used to enforce the internal politics of the country up to the conflict with [[Ari]].

Rufu Aoa died in battle in 1674 [[SR]], when the new leader of Ari, [[Drufos Lador]], struck him with a spear. Rufu Aoa remains the only legendary who is documented to have died a violent death, and one of only two whose death is documented to begin with.
